Aurora inked an agreement to give Windfall Group $2 million in land and $7 million in forgivable loans and reimbursements to build 180 apartments on the Fox River. The owner has a history of receiving millions of dollars in public money and donating to the mayor’s campaign. Government watchdog groups say such deals can present a conflict of interest.
